Am I eligible for CAP exemption?

Hi, I have applied for H1B in 2008 and got picked in the lottery. But later I was not able to go for stamping due to some personal problems and it was expired on Oct 2011. This year again I am planning to apply for H1B. So, could you please let me know, Am I eligible for CAP exemption? or will it be treated as a new application? please provide me your inputs on the same.
