Visa processing - Person working in India

Hi -

Hi my Brother is india , he is working for a company over there. He has only Provisional certificate and not degree certificate, is that posssible to bring him into USA. He did his BSC- Computer Technology.

I do see that H1B eligible criteria as Bachelor Degree or Equivalent Experience.
