Hi,

Is L1 to H1 conversion as Consular processing happens for all conversion cases or only for few bad luck cases?

If an employer applies H1 as change of status, not as a fresh H1 application, still the consular processing approval happens.

I want to know in which scenario consular processing happens exactly everytime? In which scenario it wont happens. Or it it based on luck?
