H1-B wages issue with my previous employer

Hi ALL,

By case is little bit confusing.

My previous is not paying me correctly and he is running my payroll not per LCA, As per LCA he need to run my payroll 5000 for every month. so i transferred my H1B.First month he ran payroll for for the numbers of hrs i worked, but he didn't paid me full salary, second month he ran my payroll as per LCA but didn't paid me full salary for the hrs i worked, third month he didn't ran me payroll and didn't paid me single penny for the hrs i worked, 4th and 5th month he ran my payroll as per LCA but didn't paid me full salary for the hrs i worked, 6th month he didn't paid me single penny and ran payroll less than the amount mentioned in LCA.

So, he owe me around $8,000. When am asking to pay my balance he is not responding to my emails. In this situation can i contact DOL, please help.
