Re-applying for H1B

Hi,

I completed my MS and applied for a H1B in the year 2005. My H1B was effective from 2nd January 2006.

I did a H1B transfer which was effective 31 January 2007 till 2009 September.

Now I emmigrated US on 27th June 2008.

Question: If I apply for a H1B now , should it be only thru Quota(regular / master's ) or I can apply under Non-Quota as I havent completed used my earlier H1B time.

=> What do you mean by this? For 6 years of H1b, you won't be counted in quota.
