Generally, time spent in L1A status is counted against time spent in H1B. Therefore, unless you are eligible for an H1B past the normal six year limitation such as on the basis of a labor certification or approved I-140, you will be ineligible to change status from F1 to H1B. If however you have been abroad for one year or more, you may be eligible for a new six year period of H1B status. In either case, if you are in valid F1 status and your program is authorized to grant OPT work authorization, your H1B limitation will not affect your eligibility for OPT. If you need to discuss this in more detail it is advisable to speak to a qualified U.S. immigration attorney.
