Two new H1b Applications at the same time

I have two companies ready to apply for new H1b as im in L1b now for 2013 Cap.

Is legally applying two applications is allowed ? (in the same period) ?

No sane company would spend the money for an H1 if they don't have a reasonable expectation of you wanting to go work there.

And you know that you shouldn't be paying for an H1, do you?

=> Yes, multiple companies can file H1b for same beneficiary. You would have to choose at least one and maintain H1b status by working for them and getting paid. If company asking to pay you H1b fees, find out the better employer and report to ICE.
