I've had enough so finally I'm planning to go on h4.

I have asked my passport back but didn't say to withdraw my h1b.

When I go for h4 interview can I ask to withdraw my h1b at that time? Or if I don't say anything. Will I get H4 while h1b processing is going on?

don't say anything unless asked for. If they specifically ask you. Just verbally say that you would want to withdraw your previous pending application.

i dont think your h1b pending processing should hurt your h4 visa stamping.

you can withdraw at any time.

H4 applications too undergo scrutiny if your spouse is also working as a contractor.
