I-140 approved, 7th yr extn pending : Switch Jobs

i have my I140 approved from Employer A.

Currently on the 7th yr extn -- pending status... employer responding to RFE.

Is it possible for me to apply for H1B via a new employer B?

Being the 7th year.... Is it a legal option to use the I140 from employer A, by the Employer B for this 7th year extension.

Or is my only option - wait for the H1B approval from Employer A, and then think of a transfer.

Any guidance will be really appreciated.
