H1B transfer while stuck on 221g Blue

Hi,

Here is my situation: I came to India in Jan 2012...went for visa stamping to Mumbai Consulate..got stuck with 221g Blue. Its been 4 months, no status yet.

Is it possible to do an H1B transfer to a new employer or it makes sense to wait for some more time??

Called DOS many times they say case is pending admin processing.

There is no way we can track 221g blue. All we have to do is wait for Consulate's email.

Doesn't make sense to wait anymore. Just refile for a new one and go for stamping....
