can my new employer use my ex-employer's H1b receipt number

can i use my existing valid h1b approved petition number only to change employer and apply for visa stamping? scenario is 1. current employer have approved petition but not giving to me nor sending me for stamping 2) i have only receipt number of that petition 3) i want to change new employer if they can use this receipt number and get my h1b stamped
