I am in L1 visa and have got company to sponsor H1 with COS. Do I need to provide the latest pay slips for this case? Actually I went on a vacation to India and came back last month, My company hasn't generated pay slip for the last month since I was not in US on cut-off date(they have some cut-off date, 10th of every month). But I will be paid for the 2 months in the month of May and May month pay slip also would reflect the same. Is it safer to apply once I get the May month pay slip? please clarify.

Not in USA => not in any status => no need to prove that status.

Just provide the paystubs or the last 2-3 months you last stayed on L1 status. Yes L1 to H1b filing COS needs paystubs. Paystubs are the proof that you maintain legal status by working for your employer and getting paid for that.
