Which Consulate is safer to get my H1B visa stamped Hyderabad or Ottawa

Neither one of them is "safer"- all are pretty much the same. You can check the number of 221g's in Ottawa, you will get an idea - the only thing is going to CAN could be quicker, even if you get a 221g, depending upon the volume of applicants.
