Visa Fees for stamping in Montreal

Hi All

my wife is planning for H1 visa stamping in Montreal and we have finished DS 160 and entered all her info in this site

At the end we are getting a message saying that there are no appointments availble at this time, do you guys know when should we look out for appointment dates , do they release in morning ?

Also, we dont know how to pay the $150 MRV fee. We did not get any page asking us to pay, does the payment comes up after we book a date ?
