URGENT: Visa Stamping H1B to E3 in Vancouver/Mexico

Hi,

I am an Australian citizen and came to U.S on H1B. I got my H1B extension in Tijuana. 1 Yr ago I changed my employer and filed E3 and received an approved I-797. My previous H1B expired last year.

Anyone been to Tijuana or Vancouver for Change of Status Visa Stamping without U.S Degree (H1 to E3)? I have both my bachelors and masters from Aus. On Tijuana's U.S Consulate site, they indicate clearly that Change of Status is NOT permitted. On Vancouver's U.S Consulate website, however, they indicate that the visa may likely be denied and will be asked to appear in their home country.
