H1B stamping: Toronto vs New Delhi

hello,

I have to get my H1B visa stamped. The first one was stamped in New Delhi.

I am contemplating whether to get it stamped at New Delhi or at Toronto?

Is it true that background check takes longer in your home country( in my case india) and takes a shorter time in a different country?

Also I could not find a website through I could apply/book an appointment for visa interview at a US consulate in Toronto. I would really appreciate if you could provide me link for the website.
