Legally Mandated Review.

Can anyone let us know what legally mandated review mean. When we mailed to consulate (Ottawa) for case update(221G White) they replied below .

Your case was subject to a legally mandated review. Our embassy has no control over the pace or scope of that review, and there are instances of these reviews taking well over 90 days. While we are sensitive to the inconvenience caused to applicants worldwide subject to this review, and we wish that we could do more for the many individuals in this situation, we must follow U.S. law and wait for a response before we can continue processing your application.

Even I got the same reply it is been more than 11 weeks wait for me.
