Reinstating expired H1, currently on L-1B

Hi,

I was on H-1B visa from Jan 07 to Oct 09. Then went back to India and was in India till Dec10 (for around 15 months) .

My H-1B visa expired in Mar 10.

I got my L-1B from the same employer in Sept 10 and I am working from Jan 2011 till now on L-1B visa.

I am looking for a change right now, The questions that I have are

1. Can a new employer file for reinstatement of my expired H-1 B or they need to file for a new H-1 B ?

2. If my old H-1 B visa can be reinstated, for how many more years can I stay on that visa
