H1B Transfer while RFE Pending

Hi All,

Hope everyone is doing great. I filed an H1B application on Nov, 2011 for employer A, and we had an RFE somewhere around March with a deadline to respond by 05/15/2012.

I received a job offer employer B (10 times better career prospects). I am graduating in Mid may and dont have an OPT (I used my OPT for my previous master's).

I was wondering if I can transfer my application to employer B, while still my RFE is pending. Can I?

Do I still need to respond to my RFE?

Please also note, that I had H1B approval in 2009, however I never did go on petitioner's payroll and changed my status to F1 back (I was on OPT while we filed). Does that have any implication?
