H4 or F2 which I have to select?

Hi Everyone,

I got rejected for F2 Dependent visa for 3 times since Jun-2009 & My last attempt was in MAY-2011... I got rejected with reason that "Your wife is on F1 (OPT) status so that is not valid for you to go in the US".

Last week, My wife got H1 B approved and she is waiting for Receipt from USCIS...

Now my Doubts are listed below.

I already paid HDFC fees for F2 in Jan-2012, So which is best option for me?

1) I mean Can I transfer those HDFC fees from F2 to H4???

2) If HDFC fees from F2 to H4 is not transfferable then, Can I go for F2 with my wife's H1 B approval receipt?

3) Can I go for H4 visa before Oct-2012 with USCIS H1 B approval receipt of my wife?
