EAD on EB3, simple doubt..I guess

hi all

My company is applying for the green card and I'm in the eb3 category. The I-140 is in the review step and I believe it would be approved soon.

the point is, I'm brazilian, priority date is Sep 2009, Am I able to apply for the EAD regardless the priority date?

If so, how long might it take in my scenario?
