On H1B - Employer Contract to work with them for 18 Months

I am currently on H1B. I have completed 13 months out of the 18 months requirement as in the contract. The contract states" An employee who violates this section of the agreement by failing to complete a project or by terminating the employment with the company prior to completing 18 months of employment shall reimburse the company all necessary and reasonable expense incurred by the company in connections with an employee and damages or legal fees/cost incurred by the company for the early termination"

The company is a staffing/consulting firm. I work on salary basis and they charge the client based upon their markups which I am unaware off. I have asked them to find me another client repeatedly and the request has fallen on deaf ears. I have taken a decision to go full time with another company.

Can this company scrutinize me and till what level?
