Options when we get an RFE on H1 petition for Client letter and Client does not give it.

What are the options to answer an RFE on H1 petition for Client letter, when Client has a policy of not giving client letter. Will an email from Client-Manager stating that it is against their policy to provide client letter work ? Are their any other options ?
