Coming into the US as a tourist on a I130

Hello,

I filed a I130 for my spouse. The wait period will be about 2 to 3 years. During that time, I believe she can come into the US for 3 months at a time ( under the visa waiver program ).

However can this be done as many times as we want, for example 3 months in the US, 1 week abroad, 3 months again in the US and so on ?
