Primary H1 Renewal and Application for H4 for Wife

I recently got engaged and registered my marriage in India. The actual wedding ceremony is in Nov. My H1 VISA expires in Sept 12 and is due for renewal and my company will apply for it in April. I have following questions:

1. As renewal takes 2-3 months, can my wife apply for H4 now ?

2. If it is approved, is it required to be renewed again when my H1 renewal is approved ? Or does that happen automatically ?
