H4 to H1B first time applicant

Hi all,

My H1B pettition was approved last year and i am yet to go for stamping. I have never been to US before. There is a delay in going for H1B stamping due to my employer unable to provide necessary documents as yet. My wife has a valid H1B till 2014. My questions are

1. would i be able to get a H4 based on my wife's H1B and then later do a COS to H1B once in US?

2. do i have to come out of US to change to H1 status? Or can i remain in US and do a COS?

3. What are the risks involved in doing this?.

I found some posts wherein the person had enterd in H4 and then had done a COS to H1, but the person aldy had a H1 stamping since this is my first ever stamping i need some valuable advice.

Any advice/suggestion is highly appreciated.
