H1B to H4

Hi Folks,

Me and my wife went for visa stamping @ Chennai consulate both for H1B.

I work as direct employee and my wife EC model, I got 221g pink slip which got cleared after 3 weeks however my wife got 221g green after submitting requeted doc consulate issued blue slip and her passport. Looking at the trend we are planning for her H4, my question:

1. Can she go for H4 stamping when her H1B stamping is still pending?

2. Will her H4 will be subjected to 221g as my H1B was under 221g before i got stamped?
