H1B Visa Petition Timing

Hi All

This is Paul.I worked as a Mechanical Engineer in Japan for more than seven years.I would like to work as a Bilingual Japanese Engineer in USA.Some companies are interested in my profile.Can employer file h1b petition from April,2012 onwards in order to start my work within 3 months?
