H1B portability and H1B multiple petitions

H1B portability:

Can we file a H1B transfer during cap gap period. My OPT ends in May, If employer A filed a H1B petition on April 1st and is approved with a start date of October 1st, can employer B file another H1B petition at a later date( may be in July) to the same person.

H1B multiple petitions:

Can Employer B file a H1B petition during cap gap even though the petition from employer A is pending decision. Will such a petition result in any problems to either of the petitions.
