H1B to J2

Hi,

I am on J1, recently got married and my wife is a H1B visa holder. I am back in US but my wife is stuck with the H1B admin processing in India (since Jun). Looking at the unlimited wait time with the H1B admin processing, we are wondering if she could change her status to J2. My questions are:

1. Can she change her status to J2 while her H1B admin processing is on?

2. Is there any need to withdraw her H1B petition (and I140) before applying for J2?

I would really appreciate any kind of response from the forum.
