H1B transfer when the case is still in process

Hi,

I was working with Company A , then moved to company B recently 3 weeks back, they have filed for H1B transfer and got a receipt notice, I now have a better offer from company C.

1) Can I transfer my H1B to the new employer. (Company -C)

2) Are there any risks in shifting employers when you transfer initial transfer is pending
