Is it necessary for dependants (H4) to wait till OCT 1 (H1B visa to be effective) to enter in US ?

Hi,

I am currently on F1 OPT extension which will expire on June 30th. My wife is in India. I will be applying for my H1 visa in April.

1. When is the earliest my wife can travel to US if her H4 gets stamped in May. Does she has to wait till Oct 1 for my H1 to get effective to enter in US ?

2. Is there a way to bring my wife before october (that is when my H1B visa gets effective) ?

A person can not get an H4 before the H1 becomes valid.
