approved I-140 : H1 questions

I completed the 7th year of my H1 in 2010. I was able to get a 3 year extension based on I-140 approval (EB 3 PD March 2009). I might be moving to a new job with the same organization in a different department. I have the following questions:

1) Can my H1 be transferred to the new job and extended for 3 years based on the old I-140?

2) Does the new department have to start PERM for EB2 immediately? Or can they do PERM and EB2 GC closer to my new H1 end date?
