Can I file a COS from L1 to H1 when my COS from L1 to F1 is pending?

If I have filed a COS from L1 and F1 and it is still pending and I get a good job offer for H1 in the meanwhile, can I file another COS from L1 to H1? What will happen to my previous COS (i.e L1 to F1) in that case? Will it have any impact on the decision of my L1 to H1 COS?
