H1B Visa processing time and H4 apply

Hi,

My wife had a interview at the US Consulate Mumbai for H1B visa and was given a green slip. We submitted the documents listed in the slip. Its been about 10 days and we haven't heard anything. I have the following questions

1) Can she apply for H4 based on my H1B while her H1 is under process at the Consulate.

2) If the officer asks her why is she applying for H4 while her H1 is under process, how can she answer that?

3)She went to US last time on H4 visa and a company sponsored her H1, so if the officer asks her do you plan to work in the US, how to answer that?
