H4 RFE -- hyderbad consulate

hi, I have an h1b visa. Has been in US since feb 2011. First 5 months I was without pay/ Out of status and my payroll was not run by my employer. W2 was only run for less than 26000 for the year 2011, when my prevaling wages is 55,000.

Recently his wife and daughter have gone to Visa stamping in Hyderabad,AP. During the interview the counsler asked for paystubs and pointed at the yearly pay on the paystub and letter from client. Then he said they don't match and gave an RFE.

IN the RFE he was asking for Client letter, H1 status, Contract letters between employee-employer-vendor-cleint.

After submitting the documents the Consulate reviewer has called and asked for W2 form and salary Report of the company.

Our question is can we submit the W2 with less pay structure? Will the H4 be denied or approved based on the situation?
