h1b approved ,cos denied due to tvu issue

This question is for my friend's situation.her h1b got approved recently with out i94(cos denied) because of tvu history.right now she is in f1 status.we have one quick question.

if we cancel the h1b ,can she able to continue her present f1 status.because she is not not in a position to travel due to her medical condiiton.

Thanks for the reply JoeF.She did enrolled for only one semister in TVU and that too she didn't take any cpt.she transfered to different university before the tvu shutdown.due to tvu history usics denied her cos.currently she is in f1 status and studying in accredited university .I just want to give a breif description .can she revoke the h1b petition and continue her studies in f1.thanks in advance.
