I got my H1 approved in Oct 2010 which was approved till sept 2013.I worked for few months & then stopped working & changed my status to H4.

1.Do l need be counted against the cap again or not if I apply for H1 again?

2.Do I need to wait for the approval from USCIS before I start working with my employer or is it possible to start working after getting H1b receipt?

If you have been counted for the quota in the last 6 years, you are not counted again.

To start working for a new employer, you have to wait for the H1 approval.
