Need process for applying GC for my brother in US

I am a US Citizen and would like to apply GC for my brother who is currenlty in US with H1-B. Would like to have few basic information on how to apply. Also would like to know whether I can apply I-130 aswell as I485 at a same time. Please throw me some light on this.

There is a quota. Once you have filed an I-130, your brother would have to wait 12+ years before he could file an I-485. Until then, he would either have to maintain legal status on his own, or he would have to leave the country.
