H1B Stamping - India / UK

Hello Everyone,

I started working for my current employer right after my MS in USA. It has been 4 years and i am on H1B from Oct - 2010.

Employer -> Vendor -> Implementation partner -> End Client.

As part of my work i am supposed to visit client location in Europe and if i step out of US i have to go for stamping in India (1st time stamping).

1. Instead of going to India can i visit consulate in Europe for stamping and return back to US? (I have to report to client immediately and client is willing to give letter stating the same)
   
2. Vendor company is willing to do H1 transfer but his company is pretty new (only 1 tax return). Which one is better for VISA Stamping, company for whom i am working for 4 years (E->V->I->EC) or with vendor company with less layers in between (V->I->EC) disadvantage here is one company tax returns.
   

Can anyone suggest me which one is safe for Visa stamping.
