New H1B possible with just previous Petition number?

Hi everybody,

I was in US for 4 years but on some emergency I had to travel back to India and working here. From my previous contacts One employer said he wanted to get me back in US as he was having some massive requirements on my technology. He asked me for previous petitions (soft copies) and Education evaluation copy and he responded saying my case was filed. I was wondering how could this happen without sending any transcripts and exp letters of mine from previous employment. I am lodging this query cause I wanted to know whether it can be filed just with my previous petitions and education evaluation letter?
