If you are still in the US after the expiration of your I-94 then you are illegal in the country if you are illegal in the country for 180 days you will be bared from re-entering for 3 yrs. Even if you apply for Change of Status to F1, based on your expired I-94 they wont approve COS and then you will be accquiring days on your illegal stay....
