Help Pls!! H1 B stamping eligibility...

Dear Experts

I have H1 B approved at USA,I came to India for stamping but due to my family issue,I'm not going for H1 B stamping as of now.

My question is:

If I go for Singapore,after coming back to India,can I go for H1 B stamping then?

Will still I'll be eligible for H1 B stamping from india after coming back from Singapore.If yes,how long can I stay in Singapore?
