h1b transfer using recipet number

Hi All,

My H1B Applied on Sept 2011 , by top indian MNC

Still status is in progress. Petition is not approved yet so still H1B stamping is not done yet.

Considering the above situation , since i am elgible for 6 year CAP Quota , my queries are as below

1)Can i search for new employer who can use my petition to amend /transfer under them ?

2)What are my chances of getting job/interview in such case if i am in india and want to attend telephonic round /video call?

Please note :

1)I have never travled to USA , this is my first time new H1B

2)I know only my petition number , i dont have any supporting documents

3)MY Skill are Mainframe/HPS/APPBUILDER/SAS
