VISA and Petition are expired - didnt complete 6 yrs in US - do I need to apply for fresh H1B or Can I use the existing H1?

Hi All,

I was in US on H1B for the first time in 2007 and returned to India in 2008 November. My VISA expired in September 2009 and the petition is expired in Nov 2010.

I was in US on B1 for a month in March 2009 this is when my H1 got cancelled without prejudice.

Since I didn't complete my 6 years stay in US on H1B, using the same H1 can I go for H1B transfer with other employer in US or go for stamping now? or do I need to reapply in the fresh Quota?

Please answer.
