Interfiling New EB2 I-140 Approval with Pending I-485

I have a 1-140 approval with pending 1-485 under EB-3 category with a priority date of Aug 2007.

I am getting a promotion with my current employer( same employer with who I had my original GC filed under EB-3) for a EB-2 category job, my employer has already obtained PWD, started the recruitment process and is validating the candidates. Once the employer has validated the candidates and once the validation is done can the employer make me a job offer and can I start immediately or do I have to wait till the new LC is filled and approved and a new i-140 is approved? Appreciate your response!
