Do we need I-797?

Hi,

I am planning to take an H1B visa appointment iin Canada or Mexico and I have the following questions. Please help me. Thanks.

1) I am wondering whether I need to have an approved I-797 (H1B approval notice) to take an appointment in either Canada or Mexico US Consulate?

I will carry the approved I-797 to the visa stamping interview, once I receive it. However, can I take a visa appointment without approval notice?

2) How long it takes for the hardcopy of approval notice to receive once the application is approved?
