Porting H1b from India ,while Extension pending and visa stamp expired

Hi ,

My Initial H1b Petition dates nov 2010 to nov 2011(Only 1 Year).

I came to US in Aug 2011, and my company A applied the extension(Normal Processing) in Oct 2011(while my H1B visa stamp expired on Nov 2011).

As of Dec 21 USCIS shows my case is in Initial Review.

My project is completed and i am in India.

I contacted another company B(Tier 1 company) which has branch in India too.

They were interested in my H1B transfer and bring me back to US.

I have few questions

1) Can company B process my H1B transfer while I am in India, even when my extension is pending from USCIS, or do i need to wait till approval of my extension filed from Company A to initiate transfer.

2) What will be procedure for the Transfer(What documents i need for transfer), and the chances of Approval if i go with Company B
