I140 approved, resigned and R2I. Can H1 extension be filed ?

I was working in the US with a company with my I140 approved & 8th year H1 extension approved . I resigned from the company and returned to India. After the resignation the company withdrew the H1 extension petition but the I410 approval is still valid. Now I am planning to re-join the same company and return to the US.

1) Can my company re-file for my H1 extension ? Will it come under H1 cap ?

2) Can another company file for my H1 extension using my previous company's I140 approval ?
