First Time stamping (F1 to H1B) in canada??

Hi Guys,

I did my MS from US in Dec 2008. I got my first H1B from Company A for the period of Jan 2011 - Apr 2012. Recently I have changed my employer and filed for H1B transfer and got it approved till Oct 2014. I am working in the EVC model.

I have been informed that one cannot go to Canada and Mexico for first stamping (F1 to H1B). Is it true? If anybody has already got stamped from Canada or Mexico please let me know.
